What is the Status of Poker in Russia
Russian legislation classifies poker as gambling. It is banned in most regions.

True poker legends such as Phil Ivey, Nikita Bodyakovskiy, and Stephen Chidwick often attend tournaments in Sochi.
Organisers of poker tournaments or cash games can face administrative and criminal liability. In the worst-case scenario, one could face up to two years in prison. Poker is only legal in designated gambling zones. As of March 2026, the following are operational in Russia:
“Krasnaya Polyana” in Sochi;
“Yantarnaya” in the Kaliningrad region;
“Primorye” in Primorsky Krai;
“Siberian Coin” in the Altai Krai.
Gambling in Russia wasn't always illegal. Casinos were banned in July 2009. Poker enthusiasts hoped that the card game would be treated separately and not classified as gambling. In 2006, Dmitry Lesnoy registered the Federation of Sports Poker. A year later, the card game was recognised as an intellectual sport. The Federation promoted the game through Russian Poker Tour festivals. However, poker did not receive an exemption and shared the fate of roulette, blackjack and other gambling activities.
Since 2025, poker clubs offering games without real money have opened in Russia. Organisers charge for equipment and venue rental, but tournaments are played with play chips. Champions are awarded symbolic prizes, medals, and trophies. Examples of such venues include Pride Poker Club in Moscow and Joker Club Spb in St. Petersburg.
Russian Gambling Zones: Where Poker is Legal
Russia’s first gambling zone was “Azov-city”. It opened in 2010 with the launch of the “Oracle” casino, followed by the establishment of the “Shambala” casino in October of the same year. After 5 years, a decision was made to liquidate “Azov-city” due to changes in regional and federal legislation. Krasnaya Polyana
The story of Russia's leading gambling zone began on 5 January 2017, when the first venue, “Casino Sochi”, opened in Krasnaya Polyana. Later, it was joined by the “Boomerang” casino and the “Bonus Slots” gaming hall.

Krasnaya Polyana’s leading position is due to two factors: infrastructure and geographical location. Sochi hosted the Winter Olympics in 2014, which led to the construction of new hotels, airport renovations, and road improvements. The World Cup in 2018 further stimulated the area's steady development. The success of Krasnaya Polyana also owes greatly to its unique natural surroundings. Yantarnaya
The gambling zone in the Kaliningrad region. “Yantarnaya” saw its first establishment open in April 2016 with the “Magic Crystal” gaming hall. In February 2017, the “SOBRANIE” casino was launched. “Yantarnaya” attracts fewer tourists than “Krasnaya Polyana”. The gambling zone is located 28 km from Kaliningrad but lacks developed infrastructure. Concerts by Larisa Dolina and Soso Pavliashvili offer a mediocre alternative to a ski resort and warm sea. Additionally, the lack of an on-site hotel is a disadvantage for “Yantarnaya”, with players encouraged to stay in Kaliningrad or nearby settlements.
Primorye
The gambling zone has been operational since 2015. It is located in Muravyinaya Bay, with Vladivostok being the nearest major city. Construction of a third facility, “Naga Vladivostok” casino, began in 2022, initially planned to open in 2028, but the project was frozen.
