How to get a block under Federal Law 161-FZ lifted?

A player under the nickname "TOP-manager" shared instructions on lifting an account freeze under Federal Law 161-FZ in his blog on GipsyTeam. He ran into it after cashing out from a poker room through droppers.
Criminal liability was recently introduced for droppers, and as a result many of them started filing statements claiming that scammers were the ones moving funds through their accounts. When a criminal case is opened, banks freeze the accounts of everyone who received transfers.
To get the freeze lifted, "TOP-manager" advises returning the transfer to the sender. This can be done by submitting a request through the Central Bank's reception office. The Central Bank will send a response with the reasons for the freeze, the transaction numbers, and instructions on how to return them.
In addition, "TOP-manager" suggests not hiring a lawyer and not taking the matter to court, since in that case the Ministry of Internal Affairs could retain data on you as a potential fraudster. He also advises not withdrawing money from rooms to online banks, because they don't have branches with cash desks where you can deposit money into your account.
After the freeze was lifted, "TOP-manager" contacted the room's support service to get back the money he was forced to send back to the dropper. Over the past 2 weeks he hasn't managed to secure a refund.
